党的二十届三中全会《决定》提出，“推进水、能源、交通等领域价格改革”“健全重大水利工程建设、运行、管理机制”“落实水资源刚性约束制度”等，这些聚焦的都是治水大文章。应该看到，当前我国水资源短缺形势依然严峻，节水措施仍有待完善，必须加快补上短板弱项，以钉钉子精神抓好落实，以改革之力推动水资源节约集约利用水平再上新台阶。
